Is there a way to reverse the thinning of the skin?

I have eczema and I have to use steroid creams to treat it. One of the side effects of steroid creams is thinning of the skin. I have very thin skin on both of my inner thighs which looks similar to stretch marks but with winkles. I haven't been to my dermatologist since I was told of this bad news due to not having insurance. My question is :
